Purpose and Reason:
To amend the Title XIX State Plan to: 1)revise the 'Pool D' payment adjustment for non government hospitals to be the lesser of the hospital's uncompensated care or 6.75% of adjusted gross patient services revenue for federal fiscal year 2003 and thereafter; 2) increase the total amount of payments which may be made from Pool D to $73 million annually for federal fiscal year 2002 and $80 million commencing in federal fiscal years thereafter; 3) subject to appropriations, for all hospitals licensed within RI that operate graduate medical education progrms recognized by medicare or DHS as approved residency programs, to provide an additional payment ('Pool H') in the aggregate of $893,796 to be allocated among qualifying hospitals in direct proportion to the number of full time equivalent residents and interns in recognized graduate medical education in each qualifying hospital compared to the total number of full time equivalent residents and interns in recognized graduate medical education; 4) increase the total amount of payments which may be made from Pool I from $2.2 million to $2.4 million annually; and 5) revise the order of abatement of pools in the event of insufficient federal funding.
