Effective 4/1/04, to update the Medical Assistance poverty level income standards and maintenance needs allowance in accordance with the 2004 Federal Poverty Guidelines; and average costs of care used to calculate penalty periods for prohibited asset transfers and waiver cost effectiveness. Supercedes ERLID 2927.
