Purpose and Reason:
Proposed revisions to the Supplemental Nutrition Assistance Program rules include aligning rules with current federal regulations, eliminating inconsistencies, removing redundancies and obsolete rules, and clarifying rules to support current business processes. More substantive changes include aligning the determination of voluntary quit rules with federal regulations to state that the provision applies if the employment involved thirty (30) or more hours per week as opposed to twenty (20) or more hours per week; adding more detail regarding the eligibility and certification procedure for disaster SNAP benefits; clarifying and detailing the SNAP benefit replacement rules; adding rules relating to the EBT adjustment process; re-defining “discovery date” as it relates to the collection of a claim; and adding language to state that claims include only those months of overissuance that have occurred within at least twelve (12) months of prior to the ate the agency becomes aware of the overissuance. Technical revisions include removing revision dates on individual subsections, correcting typos, revising or clarifying Section titles and table of contents, updating the non-discrimination statement.
