Purpose and Reason:
The Department is amending the Supplemental Nutrition Assistance Program (SNAP) rule, Sections 1000 through 1083 as follows: Due to the expiration of a waiver, SNAP policy is amended to reflect that when a case is closed due to failure to comply with interim reporting requirements and the household later complies with the requirement that caused the closure within thirty days of the date the household became ineligible, benefits will no longer be reinstated and prorated without requiring a new application. Instead, households are required to complete a new application for a determination of continued eligibility. In addition, SNAP rules have been amended to comply with changes to the Agricultural Act of 2014 which requires that in order to qualify for the Standard Utility Allowance (SUA) due to receipt of a Low Income Home Energy Assistance Program (LIHEAP) benefit, households must have received such a benefit in the month of SNAP benefit approval or in the immediately preceding twelve months. Additional changes include adding that reverse mortgages are considered loans for SNAP purposes, adding postage for prescription drugs as an allowable medical expense deduction and changing the language from “shelters for battered women” to “shelters for battered persons.”
