Purpose and Reason:

Effective November 1, 2013, increased benefits to recipients in the Supplemental Nutrition Assistance Program (SNAP) provided by the American Recovery and Reinvestment Act of 2009 (ARRA) will expire. As a result, SNAP households will see a decrease in their SNAP benefit amounts. In addition, the minimum monthly benefit for SNAP households will decrease from $16 to $15. In addition, Section 1038 has been amended to reflect the following: The Standard Utility Allowance (SUA) has increased from $580.00 to $601 due to an increase in the cost of fuel and utilities as calculated by the annual Consumer Price Index (CPI); The gross and net income eligibility standards have been increased as a result of the annual cost of living adjustment; The maximum Excess Shelter Deduction has increased from $469.00 to $478.00; The maximum Standard Deduction for household sizes 1 through 3 has increased from $149.00 to 152.00 per month; and the maximum Standard Deduction for household sizes 4-6 has also increased. These revisions were be implemented under emergency rule making effective October 1, 2013 to ensure the changes were in compliance with federal guidance.
