Purpose and Reason:
Effective 7/1/09, the Department of Human Services (DHS) is promulgating the following rules relating to the Supplemental Nutrition Assistance Program (SNAP): 1. As a result of the American Recovery and Investment Act, the maximum benefit allotment has been increased by 13.6 percent of the June 2008 Thrifty Food Plan. The minimum benefit has been increased from $14.00 to $16.00. These higher benefit levels will remain in effect until the Supplemental Nutrition Program’s regular annual inflation adjustments overtake the benefit increase. 2. Expanded categorical eligibility will be granted to those SNAP households in receipt of a TANF-funded service, resulting in the elimination of the asset test. Additionally, the gross income eligibility requirements for these households will be increased from 130% to 185% of the Federal Poverty Level.
