Purpose and Reason:
Effective July 1, 2006, if an ineligible household member has no income of his/her own, the Family Independence Program (FIP) grant will not be prorated and the full shelter and/or dependent care costs will be allowed in the determination of Food Stamp Program eligibility and benefit level for the household. In addition, if an expense is paid in full by an ineligible household member, it will be allowed in full for the household.
