Purpose and Reason:

Effective October 1, 2003, to implement the restoration of food stamp eligibility to qualified aliens who are children under the age of eighteen (18) in accordance with provisions of the 2002 Farm Bill, Federal P.L. 107-171, and RIGL 40-6-8. In addition, to amend the regulations to exempt children under the age of eighteen (18) from sponsor-to-immigrant deeming pursuant to Federal P.L. 107-171.
