Purpose and Reason:
Effective April 1, 2010, state-funded Medical Assistance shall be provided to non-citizen children under the age of 19 who are otherwise eligible aliens lawfully residing in the United States. Such aliens consist of qualified aliens subject to the 5 year bar, aliens described in 8 CFR 103.12(a)(4), and legal non immigrants whose admission to the U.S. is not conditioned on having a permanent residence in a foreign country (such non immigrants include citizens of the Compact of Free Association States who are considered permanent non immigrants but does not include visitors for business or pleasure or students).
