Purpose and Reason:

Revising Sections 115.28 - Post Secondary Education & Vocational Training - to reflect revised definitions used regarding training based on Workforce Investment Opportunity Act (WIOA) of 2014 and removal of procedures from manual; and Section 115.22 - Order of Selection - to reflect revised WIOA legal authority and additional information used to determine what each category of Order of Selection is, as well as removal of procedures from manual. There are no differences from proposed rule.
