Purpose and Reason:

1)Staff Development: Revise policy to change name from “Human Resource Development”; to show United State Code legal authority, and further define the minimum personnel standards for vocational rehabilitation counselors, as well as the staff development program. 2)Supported Employment: Revise policy to update legal authority, further clarify definitions of supportive employment services; and explain the procedure for IPE development specifically in supported employment. 3)Adaptive Housing: Revise policy to modify payment procedure to vendor. and 4) to final file ERLID 4578, affecting 115.19, 115.39, and 118.4.
