Purpose and Reason:

Proposed amendments to the Principles of Reimbursement for Nursing Facilities with regard to the calculation of a facility's prospective rate of reimbursement: (1)delay COLA until February 1, 2007 (2) revisions to rate Appeals Process (3) revisions to Fair Rental Value System cost center (4) other textual revisions consistent with the foregoing proposed changes. Includes technical revision to POR effective 10/1/2005 clarifying that facilities that change ownership may be allowed a temporary reimbursement rate in the Direct Labor Cost Center category only pending review of sufficient cost data.
