Purpose and Reason:

Proposed amendments to the Principles of Reimbursement for Nursing Facilities with regard to the calculation of a facility’s prospective rate of reimbursement: (1) implementation of the third phase of rate reform relating to the establishment of the Other Operating Cost Center and the elimination of the Management Related and All Other cost centers; (2) revisions to the rate Appeals Process; (3) revisions to the Fair Rental Value System cost center; and (4) other textual revisions consistent with the foregoing proposed changes.
