Purpose and Reason:
The purpose of these regulations is to provide basic information about the nature of required security systems, personnel, and equipment desgined to ensure the health, safety, and welfare of elderly persons who are residents of housing for the elderly in Rhode Island.
Brief statement of Reason for Finding Imminent Peril:
The Department (DEA) is amending the aforementioned regulations in order to eliminate the requirements for the submission of an annual report by housing for the elderly complexes and the subsequent inspection/certification by DEA staff. Additionally, the 8-hour security guard certification training mandated by DEA will be eliminated. Staff resources are constrained at DEA, and for this reason, DEA believes a more effective program will require housing for the elderly complexes to submit an annual "safety and security plan" due on July 1st of each year. These reports will be reviewed and approved by DEA. This rule will take effect immediately upon filing.
