Purpose and Reason:
The proposed amendments update the Child Care rules to reflect the 2013 changes in the Federal Poverty Level guidelines; clarifications to the definition section; extension of the initial certification period for income eligible child care assistance from three to six months; correction to the amount of gross monthly income changes that requires reporting to DHS; technical amendments throughout to remove certification language regarding RI Department of Education; inclusion of approved CCAP Health and Safety Module as a requirement for license exempt child care providers seeking CCAP approval; clarification to the DHS CCAP approved provider agreement - groups for discontinuation; and introduction of requirements, participation, and standards for Child Care Centers and Preschools; Family Child Care Homes; and School Age Programs for the Quality Rating and Improvement System, including the award of First Star for CCAP approved providers. Also proposed is a description of the implementation of Quality Awards, including effective dates, award structure and program eligibility.
