Purpose and Reason:

Effective September 1, 2007: the family share co-payments for families with countable income in excess of one hundred percent of the Federal Poverty Level will be increased; eligibility for the Starting RIght Child Care Assistance Program will be available only to those families that have income at or below 180% of the federal poverty level based on family size, if the family otherwise meets the requirements of the program; eligibility for the CCAP will be eliminated for children age thirteen years and older unless the child is disabled; individuals may only be approved as Non-Certified Providers if the parent of a child eligible for CCAP requests that individual specifically as a provider; and final filing to update the child care income eligibility levels in accordance with the 2007 Federal Income Poverty Level guidelines.
