Purpose and Reason:

The proposed changes will help alleviate the current shortage of licensed nursing assistants.  Specifically, the goal is to open the market to additional test administrators, as the inability of the currently contracted vendor to meet testing demand from the recent graduates of nursing assistant training programs has created a bottleneck limiting their entry into the industry.
