Purpose and Reason:
Update a comprehensive metabolic, endocrine, and hemoglobinopathy screening program for newborns and a newborn hearing loss screening program and for adopting a fee structure for said programs. Several edits were made based on comments received at the Public Hearing. Section 3.0 was modified to clarify the guidance criteria to be used in testing for hering loss.
