Purpose and Reason:
In compliance with best practice in juvenile corrections, the federal court order relating to RI Training School residents and the accreditation standards of the American Correctional Association for Juvenile Training Schools and Juvenile Detention Facilities, this new rule identifies policy and procedures related to personnel at the RI Training School. In the development of this rule, consideration was given to the following: (1) alternative approaches and (2) overlap or duplication with other statutory and regulatory provisions. No alternative approach or duplication or overlap was identified based upon available information. In finalizing this regulation, the following changes were made: references to the number of Juvenile Program Workers to be granted leave at any one time were deleted. Requests for leave will be granted within the context of institutional needs and management rights. Language limiting substitutions for one day at a time or within the same pay period was eliminated.
