Purpose and Reason:
This proposed amended rule provides direction to staff that residents are entitled to at least two phone calls at the time of admission and the standard for supervision at all times of resident phone calls to the Department’s division of Child Protective Services, his/her attorney or the Office of the Child Advocate. In the amendment of this rule, consideration was given to: (1) alternative approaches and (2) overlap or duplication with other statutory and regulatory provisions. No alternative approach or duplication or overlap was identified based upon available information. No substantive changes were made in the final rule.
