Purpose and Reason:

This rule is being amended in compliance with the federal court order relating to RI Training School residents, the accreditation standards of the American Correctional Association (ACA) for Juvenile Training Schools and Juvenile Detention Facilities and the opening of new facilities. The following sections are being removed because they are obsolete as a result of the new physical plant, do not comply with current ACA standards, do not accurately reflect the federal consent order and are addressed in other existing or proposed new rules. The final rule does not contain any changes to the proposed rule except editing changes.
