Purpose and Reason:
Federal and state law require DCYF to first explore potential relatives as placement resources when children enter out of home care. The Department gives utmost consideration to a relative or "kinship" placement for the child prior to seeking a non-relative placement. Kinship care is the full time care, nurturing and protection of the child by relatives, members of tribes or clans, godparents, stepparents, or any adult who has a kinship bond with the child. Federal law requires that a relative placement is subject to the same licensing standards and foster parent training that apply to a non-relative foster home
