Purpose and Reason:
This rule is amended to remove the reference to the GAIN assessment instrument to allow the facility flexibility in choosing an instrument which evaluates a broad spectrum of mental health and substance abuse issues to determine necessary levels of treatment and placement at the RI Training School and to clarify the assessment process for children and youth open to the Department for issues that do not involve a CPS investigation relating to an allegation of child abuse and/or neglect (Truancy, Wayward, Delinquency, Drug Court, Children’s Behavioral Health or JCS). In the amendment of this rule, consideration was given to the following: (1) alternative approaches and (2) overlap or duplication with other statutory and regulatory provisions. No alternative approach or duplication or overlap was identified based upon available information. No changes were made in the final rule.
