Purpose and Reason:

This revised policy clarifies the definition of special needs and eligibility for subsidy beyond the age of 18 until age 21 and provides for deferred subsidy. It also identifies situations that would cause the Department to request an adjustment to subsidy, clarifies the process for adoptive parents to follow when requesting a change in subsidy payment, requires adoptive parents to include child in family medical coverage if there is no additional cost to the family, limits non-recurring expenses to $400, provides for respite care services and provides, in certain situations, DCYF funded day care services until the child’s sixth (6th) birthday. The previous rule (ERLID#1096) filed 1/2/2002 is being repealed and replaced with this version.
