Purpose and Reason:
This rule establishes the licensing provisions for agencies seeking to deliver child-family competent emergency service interventions for children whose health insurance is publicly funded. The proposed rule was modified in three areas. The final rule contains a definition of cultural and linguistic competency along with the requirements for delivering culturally and linguistically competent services, the membership of the Emergency Service Intervention Advisory Committee was expanded to include the Director of the Office of the Mental Health Advocate and provider requirements for training of child-family competent clinicians were broadened as were the qualifications for psychiatric coverage.
