Purpose and Reason:
Amendment to Section 2.5 and amendment adding Section 46.0 to the "Rules and Regulations for the Licensing of Behavioral Healthcare Organizations" provide additional treatment options for those individuals identified with opioid abuse and/or opioid dependence who receive services from licensed behavioral healthcare organizations. These amendments mandate coordination of care to improve treatment of the whole person, expand staff training and client education with regards to opioid overdose prevention, and ensure the distribution of naloxone when medically indicated and clinically appropriate. There are no substantive differences between the proposed rule and the final rule.
