Purpose and Reason:

The Secretary believes that this proposed action is noncontroversial and anticipates that no objections will be received about these proposed regulations as they are being amended to: (1) reflect the 0.3% cost of living adjustment (COLA) for Social Security and Supplemental Security Income (SSI) beneficiaries in 2017(See: 2017 SSI and Spousal Impoverishment Standards); (2) adopt the Federal Poverty Limits (FPLs) that were formally adopted by the federal Centers for Medicare & Medicaid Services (CMS) on January 27, 2017; and (3) adopt the 2017 income limits for the Medicare Saving Programs as recently published on Medicare.gov.
