Purpose and Reason:

The purpose of these regulations is to establish a mechanism for administrative hearings for all state agencies consolidated under the Rhode Island Executive Office of Health & Human Services and for compliants and appeals for applicants/recipients of the Rhode Island Health Benefits Exchange. These regulations also contain general provisions related to confidentiality of information, equal access to justice, and award of litigation expenses.
