Purpose and Reason:

As part of the FY23 Budget signed by Governor McKee, EOHHS is required to provide Medicaid coverage to all children that are residents of Rhode Island who would otherwise be eligible for Medicaid but for their immigration status (effective July 1, 2022).  This regulation has been amended to reflect these changes. 

Brief statement of Reason for Finding Imminent Peril:

These changes impact eligiblity for Medicaid and must be implemented as soon as possible to avoid undue harm to the public.
