Purpose and Reason:
The proposed revisions to the Board of Education Regulations Governing the High School Equivalency Program were approved by the Council on Elementary and Secondary Education for the purpose of public review and comment. The proposed revisions are limited in scope and in respond to the passage of legislation, RIGL § 16-63-18, during the 2013 – 2014 session of the General Assembly. This law requires the RI Department of Education to investigate alternative providers of a high school equivalency test thereby necessitating the removal of all references to the GED ® or other proprietary tests. Additionally, the law requires the Department of Education to develop criteria to identify individuals with limited income and to provide cover the cost of high school equivalency tests for those individuals.
