Purpose and Reason:
The proposed amended regulations approved by the Council on Elementary and Secondary Education, for the purpose of public review and comment, are limited in scope to the administering of state educational assessments. All material changes to the existing regulations have been made in response to the passage of legislation during the 2013-2014 session of the General Assembly that has delayed the administering of state educational assessments until the graduation year of 2017. In addition, further proposed changes submitted to the Council on Elementary and Secondary Education by the Commissioner of Education has the effect of extending said delay until the graduation year of 2020. The recommended amendments were approved by the Council on Elementary and Secondary Education, for the purpose of public review and comment.
