Purpose and Reason:

The Public Finance Management Board is amending its rules and regulations in order to comport with recent changes in pertinent State and Federal laws. These revised rules and regulations comport with the 2004 Separation of Powers amendment to the Rhode Island constitution, and they are responsive to the bond programs created by the American Recovery and Reinvestment Act of 2009. Additionally, there is a new section that provides for annual comprehensive review of the financing of capital improvements, as well as for the production of PFMB Board reports based on findings from the annual review
