Purpose and Reason:
To establish regulations to implement R.I. General Laws § 38-2-1, et. seq., (“Access to Public Records”) relating to access to public records maintained by the Department of Attorney General and to comply with § 42-35-2(a). The Department recognizes that the public's right to access public records and the individual's right to dignity and privacy are both recognized to be principles of the utmost importance in a free society. It is the Department’s policy to facilitate the public access to all public records that may be disclosed in accordance with R.I. Gen. Laws § 38-2-1, et. seq. There are no substantive differences between the proposed rule and the final rule.
