Purpose and Reason:
The Rhode Island Secretary of State ("Secretary of State") hereby adopts a Rule and Regulation pursuant to R.I. Gen. Laws §19-24.2(c). The Secretary of State adopts this Rule and Regulation, to establish a procedure for the issuance of Voter Identification Cards and to provide personnel of the Office of the Secretary of State and the Public with established procedures for the acquisition of a Voter Identification Card. The Secretary of State will file the Concise Explanatory Statement within thirty (30) days of the filing of the adopted Rule, in accordance with R.I.G.L. Section 42-35-2.3.
