The State Housing Appeals Board (SHAB) is created by and empowered under the Rhode Island Low and Moderate Income Housing Act, R.I. Gen. Laws § 45-53-1 et seq. SHAB hears and adjudicates appeals of local review board decisions relating to comprehensive permit applications that propose to develop low and moderate income housing. SHAB reviews a local review board decision in accordance with the standards prescribed by the Act, including the consistency of the decision with the approved affordable housing plan and local needs.
