Purpose and Reason :
Provide for the alternative permitting process created by the new APC Regulation No. 43. Streamline the permit process for certain permits by either eliminating the need to obtain a permit, providing for a simpler permit process (general permits and temporary permits) or providing for an expedited permit process for those applicants willing to prepare a more comprehensive application. Clarify that any person required to obtain a permit under this regulation cannot operate the emission unit for which the permit is required without obtaining the permit.
