Purpose and Reason :

The purpose of this emergency amendment is to ensure the health and welfare of animals brought into the state for adoption as well as to protect the health of the state’s citizenry and the health of animals that already are kept in the state by ensuring that only animals that have been screened for health are imported and offered for adoption. The changes are contained within a new Section 8.
