Purpose and Reason :
The purpose of this regulation is to limit emissions of volatile organic compounds from printing operations. The Department is proposing to amend Part 21 to meet the requirements contained in the EPA Control Technique Guideline Documents, “Control Techniques Guidelines for Offset Lithographic Printing and Letterpress Printing” and “Control Techniques Guidelines for Flexible Package Printing”. The amendments include new emissions limitations for offset lithographic, letterpress and flexible package printing and cleaning operations, recordkeeping requirements and work practice standards for offset lithographic, letterpress and flexible package printing facilities with emissions greater than three (3) tons in any twelve (12) month period
Additionally, definitions have been added and portions of the regulation that no longer apply have been eliminated. The regulation has been updated to current RI Code of Regulations (RICR) format which required the addition of an incorporated materials section.
Although R.I. Gen. Laws § 42-35-2.8, require that an oral hearing be granted if requested by twenty-five (25) persons, by an agency or by an association having at least twenty-five (25) members, an oral hearing will be granted if requested by one (1) or more persons during the public comment period.
